    AT THE FOREIGN OFFICE IN TOKYO, JAPAN ON MONDAY, JAPANESE AND SOVIET OFFICIALS REACHED AGREEMENT ON THE 1964 TRADE PROGRAMME BETWEEN THE TWO COUNTRIES. TALKS HAD BEEN GOING ON IN TOKYO SINCE 23 DECEMBER.

    THE AGREEMENT WAS SIGNED BY MR. V.P. MIGUNOV, DIRECTOR OF THE SECOND IMPORT DIVISION OF THE SOVIET TRADE MINISTRY, AND BY MR. KATO, DEPUTY DIRECTOR OF THE ECONOMIC BUREAU OF THE JAPANESE FOREIGN OFFICE.

    THE AGREEMENT REPRESENTS AN INCREASE OF ABOUT 16 PER CENT OVER LAST YEAR IN JAPAN'S EXPORTS TO THE SOVIET UNION. THE EXPORTS WILL INCLUDE STEEL, CARBON PIPES, MACHINERY FOR CHEMICAL INDUSTRIES AND A FLOATING DOCK.

    IMPORTS FROM THE SOVIET UNION HAVE ALSO BEEN INCREASED THIS YEAR BY ABOUT 13 PER CENT OVER LAST YEAR'S FIGURE. IMPORTS WILL COMPRISE MAINLY TIMBER, COAL, ASBESTOS AND OTHER MINERALS.

    OVERALL THE AGREEMENT REPRESENTS A 12 MILLION DOLLAR BALANCE OF TRADE IN FAVOUR OF JAPAN.
