    RHODESIAN PRIME MINISTER IAN SMITH'S CONCEPT OF SEPARATE DEVELOPMENT, WHICH WILL BE SUBMITTED TO THE COUNTRY IN A REFERENDUM LATER THIS YEAR, HAS SPARKED REACTION AMONG BOTH AFRICANS AND WHITES IN RHODESIA WHO OPPOSE IT.

    BEFORE LAST WEEK'S CONGRESS OF RHODESIA'S RULING NATIONAL FRONT AT WHICH A CONSTITUTION PROVIDING FOR SEPARATE DEVELOPMENT WAS TO BE DEBATED, MR. SMITH DENIED THAT SEPARATE DEVELOPMENT WOULD MEAN SOUTH AFRICAN-TYPE APARTHEID.

    MR. PATH BASHFORD, CHAIRMAN OF THE RECENTLY-FORMED CENTRE PARTY, WHICH STANDS FOR RACIAL PARITY AND A SETTLEMENT WITH BRITAIN OVER THE INDEPENDENCE ISSUE SAID IN AN INTERVIEW THAT SEPARATE DEVELOPMENT "WOULD UNDERMINE THE VERY BASIS OF OUR EXISTENCE AS EUROPEANS IN THIS COUNTRY." ASKED WHETHER THE RACIAL FRICTION WOULD EVER GO AS FAR AS AN UPRISING, HE REPLIED THAT HE WAS QUITE CERTAIN THAT IT WOULD.

    OPPOSITION TO MR. SMITH'S CONCEPT OF SEPARATE DEVELOPMENT WAS ALSO VOICED BY RHODESIAN AFRICANS. TWO MEMBERS OF THE AFRICAN DEMOCRATIC PARTY, MR. AGRIPPE MUKSHLORA AND MR. CHIBI, WERE INTERVIEWED. MR. MUKSHLORA SAID THAT ALL THE RACES WILL BE AT EACH OTHER'S THROATS, "BECAUSE OF SEPARATE DEVELOPMENT."
