    Secretary of State William Rogers warned North Vietnam on Monday (29 June) that it could not again count on a safe haven in Cambodia despite the withdrawal of United States ground combat forces from that country. He made his statement at the National Foreign Policy Conference for Editors and Broadcasters which is being held in San Francisco.

    Mr. Rogers said that United States air power, an increased flow of American weapons to the Cambodian forces and the presence of South Vietnamese and Thai troops would together frustrate new efforts by the North Vietnamese and Viet Cong forces to utilize Cambodian territory. This was the first time that a senior member of the Nixon Administration had officially confirmed that troops from Thailand would be sent into Cambodia to fight.

    Later in the day, Mr. Rogers left for Hawaii on the way to Manila, Saigon, Tokyo and London. He said that his discussions with Asian and British leaders in the next two weeks may indicate to President Nixon "whether there are further initiatives for peace that might successfully be undertaken."
