    A UNITED NATIONS SECURITY COUNCIL DEBATE ON A NEW MEMBER WAS INTERRUPTED YESTERDAY (WEDNESDAY) BY A SHARP EXCHANGE ABOUT CZECHOSLOVAKIA. THE EXCHANGE STARTED INADVERTENTLY WHEN MR. YAKOB MALIK OF THE SOVIET UNION DISAGREED WITH BRITAIN'S LORD CARADON DURING THE DEBATE ON SWAZILAND'S APPLICATION FOR MEMBERSHIP.

    LORD CARADON STATED DURING THE DEBATE THAT HIS COUNTRY WAS THE LEADER IN PROMOTING THE INDEPENDENCE OF COLONIAL TERRITORIES. MR. MALIK REPLIED, CLAIMING THAT HIS COUNTRY WAS THE LEADER IN THAT FIELD.

    LORD CARADON SAID:
    MR. MALIK, SPEAKING IN RUSSIAN, CLAIMED THE CZECHOSLOVAK ISSUE WAS BEING INTRODUCED INTO THE SECURITY COUNCIL DEBATE ILLEGALLY, AND THAT THE CZECHOSLOVAK DELEGATION ITSELF HAD REQUESTED THAT THE ISSUE BE DROPPED FROM THE COUNCIL AGENDA.
