    PRESIDENT KENNEDY, ON THE SECOND DAY OF HIS VISIT TO THE FEDERAL GERMAN REPUBLIC, TOLD A PRESS CONFERENCE IN BONN TODAY (MONDAY) THAT HE CONSIDERED IT ESSENTIAL TO CONCLUDE AN EAST-WEST NUCLEAR TEST BAN TREATY THIS YEAR.WITHOUT IT HE SAID THERE WAS A PROSPECT OF NA INCREASE IN THE NUMBER OF NUCLEAR POWERS OVER THE NEXT THREE YEARS, AND HE WOULD REGARD THAT AS A DISASTER.

    THE PRESIDENT'S DAY WAS A BUSY ONE AND INCLUDED TALKS WITH CHANCELLOR ADENAUER IN THE PALAIS SCHAUMBURG AND A MEETING WITH PRESIDENT HEINRICH LUEBKE AT THE VILLA HAMMERSCHMIDT.THE MAIN OUTCOME OF THE TALKS WITH THE GERMAN LEADER WAS A JOINT COMMINIQUE RECORDING GENERAL AGREEMENT ON ECONOMIC AND TRADE QUESTIONS AND ON THE EAST-WEST SITUATION.

    LARGE CROWDS AGAIN LINED THE STREETS AS THE AMERICAN PRESIDENT DROVE TO THE CHANCELLERY FOR HIS TALKS AND LATER WHEN HE LEFT TO VISIT DR.LUEBKE.THE PRESIDENTS TOOK PART IN A CHARTER SIGNING CEREMONY SETTING UP THE GERMAN EQUIVALENT OF THE AMERICAN PEACE CORPS, WHICH WILL GIVE TECHNICAL AND OTHER AID TO UNDERDEVELOPED COUNTRIES.

    PRESIDENT KENNEDY TOLD HIS AUDIENCE:
    HE WENT ON:
    IT HAD ALSO GIVEN THEM AN OPPORTUNITY TO BE OF ASSISTANCE NOT MERELY IN THE "COLD FIELD OF ECONOMIC HELP" BUT IN THE FILED OF HUMAN RELATIONS WHICH MUST EXIST FOR A HAPPY UNDERSTANDING BETWEEN PEOPLES.WESTERN EUROPE AND THE UNITED STATES REALLY ARE ISLANDS OF PROSPERITY IN A SEA OF POVERTY," HE ADDED.
