    President Ferdinand Marcos celebrated the fourth anniversary of martial law in the Philippines on Tuesday (21 September) by opening a new legislative Advisory Council, which he said world be the beginning of a parliamentary system in the country.

    SYNOPSIS: The meeting was held at the new multi-million dollar Convention Centre in Manila and was attended by the 132 members of the new council -- called the Batasang Bayan. They were appointed by President Marcos and include his wife, Imelda who is also governor of Manila.

    In creating the council he President said that he was following the wishes of the People. Bug, he added, he was not abdicating his own power to make laws by decree. Rather, he would exercise his authority only if he felt the council was unable to act.

    The council session followed formal announcement that a referendum would be held next month on whether martial law should be extended or replaced by parliamentary government.
