    NORTH VIETNAM TODAY (FRIDAY) REJECTED THE LATEST UNITED STATES APPEALS FOR RECIPROCAL MEASURES TO SCALE DOWN THE VIETNAM WAR AND ALSO TO MOVE TOWARDS SERIOUS NEGOTIATIONS. AFTER TODAY'S SIXTH SESSION OF THE PRELIMINARY PEACE TALKS THE NORTH VIETNAMESE SPOKESMAN SAID THEY HAD "NOT PROGRESSED BY A SINGLE MILLIMETRE."
    TODAY'S SESSION LASTED MORE THAN THREE AND A HALF HOURS. THE LEADER OF THE NORTH VIETNAMESE DELEGATION, M.XUAN THUY, SPOKE FOR ONE AND THREE QUARTER HOURS DURING WHICH HE CONTINUOUSLY ATTACKED U.S. POLICY ON VIETNAM. THE CHIEF AMERICAN NEGOTIATOR, MR. AVERELL HARRIMAN, MAINTAINED THE U.S. INSISTENCE THAT A COMPLETE HALT TO THE BOMBING OF NORTH VIETNAM COULD NOT GO INTO EFFECT WITHOUT SIGNS OF RECIPROCAL RESTRAINT.
