    IN A 67-WORD LETTER SIGNED BY PRIME MINISTER HAROLD WILSON, BRITAIN TODAY (THURSDAY) MADE ITS SECOND APPLICATION TO JOIN THE EUROPEAN COMMON MARKET. THE BRITISH REQUEST WAS OFFICIALLY DELIVERED THIS MORNING TO THE PALAIS DE CONGRES IN BRUSSELS.

    REPRESENTING GREAT BRITAIN WAS SIR JAMES MARJORIBANKS, BRITISH AMBASSADOR TO THE E.E.C. AS THE COMMON MARKET APPLICATION HE ALSO CARRIED REQUEST FOR MEMBERSHIP OF EURATOM -- THE ATOMIC ENERGY COMMUNITY OF THE SIX MARKET NATIONS -- AND THE COAL AND STEEL POOL. ALL THREE APPLICATION WERE MADE WITHOUT RESERVE OR QUALIFICATION.

    RECEIVING THE APPLICATION ON BEHALF OF THE E.E.C. WAS THE BELGIAN CHAIRMAN OF THE COUNCIL OF COMMON MARKET MINISTERS, MR. VAN ELSLANDE. THE BRIEF CEREMONY WAS REPEATED ALMOST IMMEDIATELY AS THE IRISH REPUBLIC MADE ITS OWN REQUEST TO JOIN THE PARTNERSHIP. DENMARK, BRITAIN'S EUROPEAN FREE TRADE ASSOCIATION (EFTA) PARTNER, IS EXPECTED TO FOLLOW SUIT LATER TOMORROW.

    AGREEMENT ON ENTRY OF NEW MEMBERS TO THE EUROPEAN COMMON MARKET MUST BE ACCEPTED BY UNANIMOUS VOTE OF THE MINISTERIAL COUNCIL AND RATIFIED BY EACH MEMBER STATE. IN 1963 FRANCE VETOED BRITAIN'S FIRST APPLICATION.
