    A WEST GERMAN FOREIGN MINISTRY SPOKESMAN SAID THE VISIT, ARRANGED ON GERMAN INITIATIVE, RESULTED FROM A CERTAIN AMERICAN RESENTMENT AT THE FAILURE OF TALKS ON BRITISH COMMON MARKET MEMBERSHIP AND THE GERMAN ROLE IN THEM.

    DR. CARSTENS MET PRESIDENT KENNEDY YESTERDAY (WEDNESDAY) AFTER CONFERRING WITH MR. DEAN RUSK, THE AMERICAN SECRETARY OF STATE. DURING HIS VISIT, DR. CARSTENS TOLD REPORTERS THAT WEST GERMANY WANTED BRITAIN TO ENTER THE COMMON MARKET "AND THAT REMAINS OUR GAOL". HE ADDED THE GOAL SHOULD BE PURSUED BY OTHER COUNTRIES OF THE COMMON MARKET.

    DR. CARSTENS SAID HE'D GIVEN MR. RUSK AND EXPLANATION OF THE FRANCO-GERMAN ACCORD SIGNED IN PARIS LAST MONTH. "WE CONSIDER THIS TREATY WITH FRANCE TO BE A VERY IMPORTANT STEP IN OUR RELATIONS WITH FRANCE, AND AT THE SAME TIME WE INTEND TO PURSUE WITH THE SAME VIGOUR, AS WE PURSUED BEFORE, THE GREAT POLICY BASED ON THE NATO ALLIANCE," HE SAID. "THERE NEED NOT BE ANY CONFLICT BETWEEN THESE TWO POSITIONS."
    THE MEETING WITH THE PRESIDENT LASTED ALMOST AN HOUR.
