    Background: The Palestinian Central Council ended a seven hour meeting in Damascus (7 June) with a resolution condemning the Israeli Government for what it termed "crimes against Palestinians living in occupation".

    SYNOPSIS: Armed guards patrolled the streets outside the meeting while inside about sixty members representing various Palestinian guerrilla groups and the Palestinian Liberation Organisation (PLO) met the Palestine National Council - the Parliament in exile of the Palestinians. Council speaker Khaled Al-Fahoum chaired the meeting. PLO leader Yasser Arafat also was there.

    The meeting found Israeli Prime Minister, Mr. Menachem Begin responsible for what it called "crimes against the Palestinians". It called on Arab Governments to co-operate with the PLO. Car bombs early last week severely injured the Palestinian mayors of two cities in the occupied West Bank while another Palestinian leader narrowly escaped a third blast. Most Arabs blamed either the Israeli authorities or Jewish ultra- nationalists fro the attacks. Mr. Begin and some other Israeli officials said there was no evidence of Jewish responsibility. Sunday's meeting followed a call from the PLO on June 2 for an urgent meeting of the United Nations Security Council to discuss what it described as the explosive situation in occupied Arab territories.
