    The kidnapped Israeli Consul-General in Istanbul, Mr. Ephraim Elrom, has been found murdered in a city apartment building. The body of the 58-year-old diplomat was found with his hands tied behind his back. The Consul-General, who was kidnapped last Monday by a group claiming to represent the underground Turkish Peoples Liberation Army, had been shot through the head.

    The body was found by the concierge in the apartment building just five hours after the Turkish government had clamped a 15-hour curfew on Istanbul and sent in troops to search for Mr. Elrom and his kidnappers. A young, dark-haired woman was arrested at the apartment block and the entire area was cordoned off. This Visnews film was flown to Rome and injected into the Eurovision News Exchange system by the Italian Television company, RAI, for transmission to London and subsequent telerecording.

    Mr. Elrom's kidnappers had threatened to shoot their hostage unless the government freed a number of political prisoners by last Friday. The Government rejected any idea of negotiating with the kidnappers and instead announced planned legislation to make kidnapping punishable by death.

    In Israel, reaction to the Consul-General's murder was one of shock and indignation. Prime Minister, Mrs. Golda Meir said Mr. Elrom was murdered by evil people without regard for human life. Mrs. Meir expressed her sorrow over the death of the Israeli diplomat shortly before she left for Helsinki to attend a meeting of the Socialist International.

    At its weekly session today, (Sunday), the Israeli Cabinet discussed the murder and heard a report on the affair from the Foreign Minister, Mr. Eban. Earlier, Mr. Eban said he was shocked by what he described as a "disgusting crime."
