    SELF-GOVERNMENT HAS COME TO 19,000 PEOPLE ON A LONELY GROUP OF PALM-FRINGED ISLANDS IN THE PACIFIC. THEY ARE THE COOK ISLANDERS, LIVING ON AN ATOLL 1600 MILES (2560 KMS) NORTH-WEST OF THEIR PARENT COUNTRY, NEW ZEALAND. AT THE WEEKEND THEY CAME OF AGE WHEN THE NEW ZEALAND GOVERNMENT GRANTED THEM INTERNAL RULE.

    MR. HOLYOAKE, WHO WAS THE FIRST NEW ZEALAND PRIME MINISTER TO VISIT THE ISLANDS FOR 20 YEARS, SAID AT THE CELEBRATIONS THAT THE TWO COUNTRIES WERE NOW CLOSER TOGETHER THAN BEFORE AND HE DID NOT EXPECT ANYTHING TO COME BETWEEN THIS RELATIONSHIP. NEW ZEALAND WILL CONTINUE TO HANDLE THE ISLANDS' FOREIGN RELATIONS AND PROVIDE AN ANNUAL SUBSIDY OF GBP1 MILLION STERLING.

    MR. HENRY, THE ISLANDS' FIRST PRIME MINISTER, SAID HE HOPED THE ECONOMY WOULD BE STRONG ENOUGH WITHIN FIVE YEARS TO DO WITHOUT THE GRANT. HE ALREADY HAS AN ECONOMIC PLAN AIMED AT LEADING HIS PEOPLE AWAY FROM THEIR PRESENT SUBSISTENCE STANDARD OF LIVING UNDER THE COCONUT PALMS.
