    As delegates arrive in Leopoldville, from all over the world to take part in the Congo Independence celebrations, June 30, troops and police surrounded the parliament building after demonstrations by Africans whose leaders are not included in the new state cabinet.

    About 12 Africans are reported to have been injured in earlier demonstration and fights which broke out June 27. Police used tear-gas bombs against a mob of about 500, outside Parliament buildings.

    Leopoldville is not the only trouble spot on the eve of independence. In the rich province of katanga, political leader M.Tshombe has threatened secession from the new state, and unity with Northern Rhodesia. This is the result of katanga being ignored by premier elect Patrice Lumumba when he formed his cabinet.

    The Resident Belgian Minister in the Congo M. Ganshof van der Meersch flew into the province June 28, in an attempt to close the gulf between the provincial and national leaders.
