    WEST GERMAN SOCIAL DEMOCRATS, LED BY FOREIGN MINISTER WILLY BRANDT, AND THE SMALL FREE DEMOCRATIC PARTY SAID EARLY TODAY (FRIDAY) THAT THEY HAD AGREED ON FORMING A COALITION GOVERNMENT. HERR BRANDT TOLD REPORTERS SHORTLY AFTER MIDNIGHT THAT BOTH PARTIES HAD AGREED ON A UNITED POLICY AND THE STRUCTURE OF A FUTURE FEDERAL GOVERNMENT.

    ALTHOUGH THE FINAL DECISION ON THE COALITION RESTS WITH THE TWO PARTIES' EXECUTIVES WHICH MEET LATER TODAY, IT SEEMS CERTAIN THAT THE FREE DEMOCRATS WILL SUPPORT THE SOCIAL DEMOCRATS. HERR SCHEEL, LEADER OF THE FREE DEMOCRATS, TOLD REPORTERS AFTER THE MEETING THAT HE WAS SURE HE WOULD BE ABLE TO SHOW HIS PARLIAMENTARY DEPUTIES "GOOD RESULTS FROM THESE NEGOTIATIONS."
    THE TWO PARTIES ENDED THEIR THREE-DAY NEGOTIATIONS AS CHANCELLOR KURT GEORG KIESINGER'S CHRISTIAN DEMOCRATIC PARTY ATTEMPTED TO RETAIN THE GOVERNMENT LEADERSHIP AFTER SUNDAY'S ELECTION BY TRYING TO ENTICE THE FREE DEMOCRATS INTO A COALITION.

    WEST GERMANY'S NEW PARLIAMENT MEETS ON OCTOBER 21ST TO ELECT A CHANCELLOR.
