    THE MOST VITAL TRADE UNION DECISION SINCE THE WAR FACED BRITAIN'S TUC (TRADE UNION CONGRESS) DELEGATES WHEN THEY MET IN BRIGHTON TODAY (MONDAY) FOR THEIR 97TH ANNUAL CONFERENCE. TUC LEADERS WERE ALREADY OPENLY SPLIT OVER A GOVERNMENT DECISION TO BRING OUT LEGISLATION TO BACK UP ITS "EARLY WARNING" SYSTEM FOR PAY CLAIMS AND PRICE INCREASES.

    UNDER THE EARLY WARNING PLAN, UNIONS AND EMPLOYEES WOULD GIVE ADVANCE NOTICE TO THE GOVERNMENT OF ALL PROPOSALS FOR PRICE INCREASES AND PAY CLAIMS - AND THESE WOULD HAVE TO BE POSTPONED UNTIL THE COUNTRY'S NATIONAL INCOMES BOARD HAD REPORTED ON THEM.

    TUC CHIEFS HAVE RELUCTANTLY AGREED TO THE PLAN BUT HAVE MADE IT CLEAR THEY ARE STILL OPPOSED TO ANY MOVE TO CURB THE TRADITIONAL PATTERN OF COLLECTIVE BARGAINING.

    DELEGATES WILL PUT THE GOVERNMENT SCHEME TO THE VOTE ON WEDNESDAY. MR GEORGE WOODCOCK, TUC GENERAL SECRETARY, WILL MAKE AN ALL-OUT BID TO AVERT A MAJOR SHOW-DOWN THAT DAY IN A 40-MINUTE KEYNOTE SPEECH TO DELEGATES.
