    Background: CENTRAL AFRICAN REPUBLIC, BANGUI

After two days of diplomacy at the Franco-African summit in Burundi, French President Francois Mitterrand had a musical welcome when he arrived in the Central African Republic on December 12. President Andre Kolingba gave an open-air dinner in Mitterrand's honour, and several thousand guests watched as the President's wife led the visitor onto the dance floor. In a speech of welcome before dancing began, Kolingba praised France for its aid to his country and for supporting the interests of developing nations. He urged Mitterrand to show firmness in resisting destabilisation in Africa. The Central African Republic is still recovering from the turbulent rule of President Jean-Bedel Bokassa who crowned himself Emperor in 1977 and was deposed two years later by French troops. As an additional burden, the Republic has been flooded with thousands of refugees fleeing the conflict in neighbouring Chad. France has Jaguar warplanes and more than 1,000 troops in the country. Mitterrand, in his reply to Kolingba, promised he would not let the Central African Republic down, During his six-day African tour, Mitterrand has stressed France's commitment to its defence agreements with black African countries.
