SYNOPSIS: President Mobutu joined thousands of others at the Festival site for the opening ceremony. There are a large number of annual regional festivals in Zaire but it is the first time that such a festival has been organised on a national scale. It was to involve displays and exhibitions of various art forms that reflect what President Mobutu called "Zaire's cultural heritage".
The Festival was opened with the cutting of a ribbon by President Mobutu. It followed several years of preparation for what is hoped to become one of America's major annual cultural events. After the opening, President Mobutu and other members of the government made a tour of the festival site and some of the regional exhibitions. The festival was due to last for nine days.
