    On a short visit to Algeria, French Prime Minister Michel Debre flew Aug 7 in a transport helicopter, of the "banana" type, to the field headquarters in Kabylia from which "Operation Binoculars" is being conducted against the FLN rebel forces.

    Accompanied by the Delegate General of the Government, M.Delouvrier; Army Minister Guillaumat and other officials, the visiting Premier was welcomed by French C-in-C General Challe.

    General Challe damped the enthusiasm displayed by the Press over the Kabylia offensive: "Binoculars is certainly a difficult operation, but we knew that from the start. We are not at Austerlitz or Jena. Here, what we have to do is a systematic delousing."
    Sixty rebels were reported to have been put out of action Aug 5 and Si Laid, a rebel leader in the ouarsenis area, has given himself up.

    Earlier in the day, Premier Debre had talks with civil and military officials. One topic of discussion was the problem of recruiting more civilian administrators and of making it easier for Muslims to qualify for the Civil Service. M. Vibert, director of the Constantine plan launched by General de Gaulle for the economic development of Algeria, gave a progress report.
