The command of the Inter-American Peace Force in the Dominican Republic has been changed. The official change took place at a military ceremony in Santo Domingo on Monday (17 January). Three-star General Alvaro de Silva Braga replaced four-star General Hugo Panasco Alvim. Both men are Brazilian Army officers.
The change in command was made because the strength of the Inter-American Peace Force has been cut from 7,000 men, from a high of 20,000 men. Organisation of American States officials believe that it is too small a force for a commander of four-star General rank. So General Alvim was replaced by a three-star general. He is returning to Brazil.
The Inter-American Peace Force in the Dominican Republic has been acting in an independent manner and not as an instrument of President Hector Garcia-Godoy. The primary function of the Force is to keep leftist and rightist elements from plunging the Dominican Republic into a civil war.
