    AFTER CONTINUING THEIR THREE-DAY CONFERENCE AT THE STATE DEPARTMENT BUILDING IN WASHINGTON, SEPT 15, THE FOREIGN MINISTERS OF BRITAIN, FRANCE, THE UNITED STATES AND WEST GERMANY WENT TO THE WHITE HOUSE FOR LUNCH WITH PRESIDENT KENNEDY.

    AT THEIR MORNING SESSION, ATTENDED BY THE FULL DELEGATIONS, THE FOUR MINISTERS HEARD A REPORT ON TWO INCIDENTS, SEPT 14, IN WHICH SOVIET MIG FIGHTERS FLEW CLOSE TO AN AMERICAN COMMERCIAL PLANE IN ONE OF THE THREE AIR CORRIDORS BETWEEN WEST GERMANY AND WEST BERLIN. AT THE AFTERNOON SESSION, THE MINISTERS DISCUSSED WITH MR RUSK THE POSITION HE SHOULD ADOPT IN HIS TALKS WITH MR GROMYKO DURING THE FORTHCOMING UNITED NATIONS GENERAL ASSEMBLY.

    LUNCH AT THE WHITE HOUSE - ALSO ATTENDED BY VICE-PRESIDENT JOHNSON AND DEFENCE SECRETARY MCNAMARA - WAS PRECEDED BY PRESIDENT KENNEDY'S ANNOUNCEMENT THAT THE UNITED STATES HAD RESUMED ATOMIC TESTING BY SETTING OFF A SMALL UNDERGROUND EXPLOSION IN THE NEVADA DESERT. IN "MARKED CONTRAST TO SOVIET NUCLEAR TESTS IN THE ATMOSPHERE" THIS PRODUCED "NO FALL-OUT". IT WAS AMERICA'S FIRST ATOMIC DEVELOPMENT TEST SINCE OCT 30, 1958.
