    GHANA'S PRIME MINISTER, DR. KOFI BUSIA, DEFENDED HIS GOVERNMENT'S EXPULSION OF THOUSANDS OF ALIENS WHEN HE ADDRESSED THE THIRD AFRICAN REGIONAL CONFERENCE OF THE INTERNATIONAL LABOUR ORGANISATION IN ACCRA ON WEDNESDAY NIGHT.

    IN DEFENCE OF THE EXPULSIONS, DR. BUSIA SAID THAT 90 PER CENT OF THE COUNTRY'S PRISON POPULATION AND KNOWN CRIMINALS WERE ALIENS.

    HE ADDED THAT THE GOVERNMENT'S SOLE INTEREST IN INTRODUCING THE ORDER REQUIRING NON-CITIZENS TO OBTAIN RESIDENCE PERMITS WAS TO PROTECT GHANAIANS FROM SUCH UNDESIRABLE ALIENS. BUT THE GOVERNMENT DID NOT CONTEMPLATE AN INDISCRIMINATE "MASS EXPULSION" OF ALIENS, HE ADDED.

    MANY ALIENS WHO WOULD HAVE QUALIFIED FOR RESIDENCE PERMITS HAD MISINTERPRETED THE LAW AND HAD PANICKED INTO LEAVING THE COUNTRY. DR. BUSIA ASSURED THE CONFERENCE THAT GHANA IS DOING EVERYTHING POSSIBLE TO MITIGATE HARDSHIP CAUSED BY THIS MISINTERPRETATION OF THE LAW. CAPS HAD BEEN SET UP OUTSIDE ACCRA TO PROVIDE FOOD AND ACCOMMODATION FOR ALIENS WAITING EITHER TO LEAVE OR OBTAIN RESIDENCE PERMITS.
