    U.S. Secretary of State Cyrus Vance arrived in Caracas, Venezuela on Wednesday for a five-hour visit. It was Vance's last stop on a whirlwind tour a of Latin American countries and he hoped to get agreement on oil prices for next year.

    SYNOPSIS: Mr. Vance's visit included Argentina, and Brazil. In Venezuela President Carlos Andres Perez rejected Mr. Vance's proposal for a freeze in oil prices next year. In Brazil no indications were given of any breakthrough in issues straining US-Brazilian relations, human rights and nuclear energy.

    In Argentina Mr. Vance did elicit a promise from the Government that it would ratify the 1969 treaty which seeks to make Latin America a zone free from nuclear weapons. He also got a statement of support for the work of the inter-American commission on human rights, in return for which Argentina is thought to expect Canadian assistance in building a heavy-water power plant.

    Of his talks with President Perez in Venezuela, Mr. Vance said, "We agreed on everything except oil prices." Senor Perez said he favoured an oil price increase next year and rejected allegations that the Organisations of Petroleum Exporting Countries (OPEC) of which Venezuela is a member was a ???.

    The President added "If they tell me they will freeze the price of steel, of machinery, of tractors, I will without a second's hesitation lead the campaign to freeze oil prices also."
