    THE 90 YEAR-OLD GERMAN ELDER STATESMAN WAS ENDING A THREE-DAY PRIVATE VISIT TO PARIS TO MARK THE PUBLICATION OF THE FIRST FRENCH VOLUME OF HIS MEMOIRS.

    THE TWO LEADERS, WHO NEGOTIATED THE 1963 FRANCO-GERMAN TREATY OF FRIENDSHIP, LAST MET IN NOVEMBER 1964.

    PRESIDENT DE GAULLE IS NOW ENGAGED IN HIS PLANS TO DISENGAGE FRANCE FROM NATO. HE WANTS FRANCE TO HAVE FULL CONTROL OVER FOREIGN ELEMENTS ON HER SOIL AND ALSO OVER FRENCH FORCES STATIONED IN GERMANY. HE ALSO WANTS TO NEGOTIATE AN AGREEMENT WITH THE BONN GOVERNMENT FOR THE MAINTENANCE OF FRENCH TROOPS IN WEST GERMANY.

    THE FRENCH PRESIDENT HAS SENT PERSONAL LETTERS TO MR. WILSON, THE BRITISH PREMIER, PRESIDENT JOHNSON OF THE UNITED STATES, WEST GERMAN CHANCELLOR, LUDWIG ERHARD, AND ITALIAN PRIME MINISTER ALDO MORO, EXPLAINING HIS POSITION REGARDING NATO. A FURTHER MEMORANDUM ON THE FRENCH POSITION IS TO BE GIVEN TO THE NATO AMBASSADORS TOMORROW.
