    Background: Rhodesia's black Nationalist leaders met Prime Minister Ian Smith in Salisbury on Wednesday (12 February) in the second meeting in a week to resolve the constitutional issue.

    Mr. Smith met leaders of the African National Council (ANC) for 45 minutes reportedly to discuss a proposed constitutional conference. Neither side commented on the outcome of the talks.

    It was later reported that their discussions were held up by wrangling over whether the conference should be held outside Rhodesia and who should be the chairman. The Nationalists were said to prefer the meeting to be held outside the country under British Chairmanship.

    About 200 Africans watched as Bishop Able Muzorewa, the ANC President, led his four colleagues into Mr. Smith's office by a side door. Some onlookers held posters demanding immediate black majority rule.
