    The Ministerial Council of the Organisation of African Unity (O.A.U.) on Wednesday (November 21st) called for an oil embargo against South Africa, Portugal and Rhodesia, as well as Israel.

    The call was contained in two resolutions passed at a three-day extraordinary meeting of the Council in the Ethiopian capital of Addis Ababa. The meeting was called to discuss the effects of the Middle East situation on Africa.

    Most of the O.A.U's 42 members states have broken off diplomatic relations with Israel since the outbreak of the latest middle East war, and some member countries south of the Sahara have been seeking similar support against the white regimes.

    Speaker after speaker at the closing session of the meeting accused South africa and Portugal of entering into open military collusion with Israel during the recent hostilities. They equated the problems of ending Israeli occupation of Arab territories with those of ending foreign domination and colonialism in Southern Africa.

    Of the Arab members of the O.A.U. -- Libya, Egypt, Morocco, Tunisia, Algeria and the Sudan -- only Libya and Algeria are major oil producers.

    The first resolution appealed to all member states of the O.A.U., and other friendly nations, "to impose a total economic embargo and in particular an oil embargo against Israel, Portugal, South Africa and the minority racist regime in southern Rhodesia." The second resolution appealed to the Arab countries "which have not yet done so, as well as to Iran and other crude oil producing countries, to extend their oil embargo (against the United States and Holland) to South Africa, Portugal and Southern Rhodesia, until they comply with United Nations General Assembly and Security resolutions on de-colonisation."
    The extraordinary meeting, which was officially opened by Emperor Haile Selassie of Thiopia, also formally admitted Guinea Bissau as the 42nd members of the O.A.U.
