    Background: While Vietnam claims to be scaling down its occupation forces in Kampuchea, at home, the commitment to military power remains as big as ever. Defence is Vietnam's greatest priority and everyone has to make personal sacrifices for the cause. While the ???en are called away to fulfil their duty in the armed forces, the women are trained to defend the villages. They are warned that China may attempt an invasion at any time, and everyone must be prepared. The Vietnamese military presence in neighbouring Kampuchea and Laos is designed to keep Chinese influence in these countries at bay. Vietnam has the third largest standing army in the world, next to China and the Soviet Union. With one million men and women in the military and another one-and-a-half million in the regional para-military forces under arms. This huge military commitment is sapping Vietnam of its chances of achieving success in its peace time goals of economic and social progress.
