    THE MEETING WAS CALLED BY THE PARTY AT A TIME OF CRISIS, FOLLOWING DISCLOSURES OF 'AN ALLEGED PLOT AGAINST THE GOVERNMENT'.

    PRESIDENT NGOUABI, APPOINTED TO HIS POST ON JANUARY 1ST THIS YEAR, FOLLOWING THE ARMY-LED UPRISING OF JULY 1968, WHEN THE REGIME OF PRESIDENT ALPHONSE MASSAMBA-DEBAT WAS DEPOSED, SAID THE ALLEGED PLOTTERS WANTED TO RE-INSTATE FORMER PRESIDENT FULBER YOULOU, OVERTHROWN IN 1963.

    THE MEETING, ATTENDED BY MANY NATIONAL LEADERS, INCLUDING PRIME MINISTER ALFRED RAOUL, LISTENED TO MANY SPEECHES SUPPORTING THE PRESIDENT AND HIS PARTY.

    IN HIS SPEECH PRESIDENT NGOUABI VIOLENTLY ATTACKED THE ALLEGED PLOTTERS. HE SAID THAT MANY OFFICERS HAD BEEN ARRESTED FOLLOWING THE DISCOVERY OF WHAT HE CALLED 'A VAST NETWORK OF SUBVERSION' LED BY FORMER INTERIOR MINISTER, MAJOR FELIX MOUZABAKINI. MAJOR MOUZABAKINI HAS BEEN ARRESTED. THE PRESIDENT CALLED FOR A PURGE OF THE ARMY, POLICE AND CIVIL SERVICE, THOSE ARRESTED, HE SAID, WOULD BE TRIED BY THE COUNTRY RECENTLY INSTITUTED 'REVOLUTIONARY COURTS'.

    AFTER HIS SPEECH 'PRESIDENT NGOUABI, ACCOMPANIED BY PRIME MINISTER RAOUL, LEFT THE HALL TO RAPTUOS CHEERS.
