    AT A CEREMONY IN KATHMANDU APRIL 13, SOME 141 VILLAGE COUNCILS FROM THE KATHMANDU VALLEY GATHERED TO TAKE THE OATH OF ALLEGIANCE TO KING MAHENDRA OF NEPAL. EACH COUNCIL WAS ACCOMPANIED BY A LARGE PROPORTION OF THEIR VILLAGERS, AND THE STADIUM WAS PACKED WITH COLOURFULLY DRESSED PEOPLE.

    KING MAHENDRA AND HIS QUEEN SAT IN A PAVILION, WITH BISWABANDHU THEPA, THE NATIONAL GUIDANCE MINISTER, ON THE KING'S RIGHT, AS DANCERS AND SINGERS PERFORMED BEFORE THE OATH-TAKING CEREMONY.

    THE VILLAGE COUNCILS - OR PANCHAYATS AS THEY ARE KNOWN LOCALLY - ARE THE 41-YEAR OLD KING'S SUBSTITUTE FOR PARLIAMENTARY DEMOCRACY, WHICH HE ABOLISHED IN DECEMBER 1960, WHEN HE DISSOLVED THE ELECTED PARLIAMENT, IMPRISONED PRIME MINISTER KOIRALA, AND TOOK OVER THE RUNNING OF THE COUNTRY.

    AGAINST A BACKGROUND OF OPPOSITION VIOLENCE TO KING MAHENDRA'S "BASIC DEMOCRACY SCHEME", ELECTIONS FOR THE "PANCHAYATS" TOOK PLACE IN 70 POLLING STATIONS THROUGHOUT NEPAL FEB. 19-20. BEFORE THE END OF JUNE, VOTERS WILL HAVE ELECTED 4,800 VILLAGE REPRESENTATIVES, FROM WHOM WILL BE CHOSEN, OVER A TWO-YEAR PERIOD, DISTRICT, ZONAL, AND NATIONAL REPRESENTATIVES UNDER THE KING'S PRESIDENCY.
