    Congolese Army leader Colonel Mobutu received newsmen at an army camp in Leopoldville, Congo, Oct 17, on his return from Elisabethville, capital of Katanga.

    He described his talks with 'my friend Tshombe' as 'very satisfactory' having received a promise of moral and financial help.

    Colonel Mobutu, speaking of the rift between the Congo and Ghana, said he had no wish to break off diplomatic relations but that the Ghana envoy to Mr. Lumumba, was persona non grata and must leave the Congo.

    Reporting on terrorism in the Congo, he said he had eight persons detained in Leopoldville Province.

    Asked about the future of President Kasavubu, the Colonel said he would remain 'neutralised,' and reiterated his pledge to keep Parliament from meeting this year.

    Next day, colonel Mobutu ordered a curfew on Leopoldville because of what he called the 'increase of murders, assaults, rapes and thefts in the past few days.'
