    Despite the fact the no nation has yet recognised his claim of independence for Katanga, Premier Tshombe has ordered the new flag of the independent state to replace the Congolese flag., July 18. Premier Tshombe has been able to keep the Katanga region under control due to the presence of Belgian Paratroops. Taking the copper-rich province of Katanga out of the new Congo Republic, Tshombe has defied the orders of Premier Patrice Lumumba, who leads the Central Government.

    In Elisabethville, Katangas' capital shops have reopened, and business has returned to a more normal level. As yet no United Nations troops have tried to enter katanga. Premier Tshombe has sent an ultimatum to the United Nations Headquarters in New York demanding a decision-within 48 hours-on recognition of his independence.

    Some of the European families who fled form the province during the outbreak of violence have returned to their homes. They are few in number and it is not yet known how many will remain on the other side of the border in Rhodesia, Uganda and Angola.

    The Belgian Prime Minister, M. Gaston Eyakens has yet a special envoy to Katanga, with an offer of economic and technical aid. The envoy, Count Harold d'Aspremont, said the offer from the Belgian Government did not imply recognition of the declaration of independence.
