    PRIME MINISTER NORMAN MANLEY ARRIVED BACK HOME IN KINGSTON, JAMAICA, FEB. 11 AFTER THE INDEPENDENCE TALKS IN LONDON, U.K. HE WAS GIVEN AN ENTHUSIASTIC RECEPTION AT MONTEGO BAY INTERNATIONAL AIRPORT FOR SECURING JAMAICA'S SECESSION FROM THE WEST INDIES FEDERATION AND INDEPENDENCE FROM BRITAIN ON AUGUST 6.

    MR. MANLEY WAS ACCOMPANIED BY HIS WIFE, CABINET MEMBERS OF THE DELEGATION, AND SOME OF HIS CIVIL SERVICE ADVISERS. IN A PREPARED SPEECH AT THE AIRPORT, MR. MANLEY THANKED THE BRITISH GOVERNMENT FOR ITS "WISDOM AND GOOD SENSE" TOWARDS JAMAICA. A GENERAL ELECTION WOULD BE HELD - AS HE PROMISED - BEFORE INDEPENDENCE.

    FIVE HOURS LATER, SIR ALEXANDER BUSTAMANTE, LEADER OF THE OPPOSITION, ARRIVED BACK HOME. HE, TOO, WAS GIVEN A BIG WELCOME. HE TOLD NEWSMEN THAT INDEPENDENCE MUST MEAN THE MAINTENANCE OF LAW AND ORDER AS WELL AS THE IMPROVEMENT OF THE CONDITIONS OF THE UNEMPLOYED AND THOSE WHO HAD LITTLE OR NOTHING.

    REFERRING TO THE COMING ELECTIONS, HE SAID: "THAT'S A GIFT - THAT IS A GIFT FOR THIS COUNTRY. THE 10TH OF APRIL WILL BE ELECTION DAY. LEAVE THAT DAY TO ME..."
