    TEKOAH: "However, with the full connivance of its Government, Lebanon remains the principal base for terror operations abroad and a haven for all terrorists. Those who are defending themselves, against these criminals and are determined to end their loathsome activities, cannot acquiesce with the continuation of this situation which constitutes a grave threat not only to Israel but to other countries as well. The only way for Lebanon to extricate itself from this situation is by fully observing its international obligations and eliminating completely the presence of the terrorist groups and their activities on and from Lebanon soil. Today the Lebanese Government has called on the Security Council to act against steps combatting international terrorism. It has asked the Council to take a position in support of Lebanon's remaining a base for murderous outrages in the Middle East and outside the region, in flagrant violation of international law and morality and of the charter of the United Nations."



    GHORRA: "We must remember that Israel is the head and soul of state-organised terrorism. This is the only state in the world which has for a declared policy and which pursues a policy of organised terrorism."

    Background: The United Nations Security Council, called into session yesterday (Thursday) after Lebanon complained of Israeli "aggression", debated Israel's raid on Beirut and Sidon the previous Tuesday.

    Lebanon Ambassador Edouard Ghorra argued his country's case against the "organised terrorism" committed by Israel. He asked for the Security Council should take meaningful action to stop "Israeli aggression".

    His statement was refuted by the Israeli Ambassador Yosef Tekoah, who argued that Tuesday's raid had saved the lives of many in the Middle East who might have fallen victim of future Palestine guerrilla operations -- organised from Lebanon:
