    Background: The Cuban Consulate in Montreal has established a one-man mission on St Helen Island, the site of the EXPO 67 World Fair, in case the Quebec Liberation Front (FLQ) agree to free the kidnapped British diplomat, James Cross. Alfred Ramirez, who is second secretary at the Cuban Embassy in Ottawa and Consul-General in Montreal, is in charge of the Cuban office on the island in the Montreal river.

    For the purpose of the exchange, the Canadian Pavilion has been declared an extension of the Cuban Consulate in Montreal, and therefore Cuban territory. Under present plans, the FLQ kidnappers will be given safe conduct to Havana on the safe release of the 49-year-old diplomat, who has been held by the Front since October 5.

    Hundreds of police and armed soldiers are preventing people from going on the island during the present situation. Under the original offer to the FLQ -- made by Quebec Premier Robert Bourassa -- they were asked to go to the Concordia bridge leading to the island. There they could release Mr. Cross and be flown to Cuba aboard a special aircraft.

    The death of Quebec Labour Minister Pierre Laports, the other kidnap-victim, had not affected the proposed procedure. Police refuse to say how many troops and policemen are on the island or what their instructions were.

    SYNOPSIS: Canadian troops and police guard the Concordia bridge which links Montreal with St Helen Island, the former EXPO World Fair site in 1967. No one is allowed on the island while the Canadian government waits for the Quebec Liberation Front to appear with their hostage, British diplomat James Cross. The kidnappers have been offered safe conduct to Cuba if they release Mr Cross to Cuban officials on the island.

    Under the proposed agreement, the kidnappers will be flown out of Canada under safe conduct, to Cuba, by special aircraft which is standing by at Montreal airport. Mr. Cross would remain with the Cuban Consulate on the island and be released to the Canadian authorities when they had arrived in Cuba. The death of Quebec Labour Minister Pierre Laporte, the other kidnap-victim, had not affected the proposed procedure.
