    Background: THE PEOPLE OF PERU WENT TO THE POLLS ON JUNE 10 TO ELECT A PRESIDENT FOR THE NEXT SIX YEARS, TWO VICE-PRESIDENTS, 54 SENATORS AND 184 MEMBERS OF THE CHAMBER OF DEPUTIES. EVERY PERUVIAN OVER THE AGE OF 21 WHO COULD READ AND WRITE WAS ELIGIBLE TO VOTE. FOR THE FIRST TIME, MEMBERS OF RELIGIOUS ORDERS WERE GRANTED VOTING RIGHTS.

    THE ELECTIONS WERE HELD UNDER THE CONTROL OF THE PERUVIAN ARMY. TO PREVENT IRREGULARITIES, VOTERS HAD TO PUT THEIR FINGERS INTO COLOURED DYES. THIS MEASURE SAFEGUARDED AGAINST SOME PEOPLE TOUCHING MORE THAN ONE VOTING FORM. IT HAD EARLIER BEEN FEARED THAT SOME PERUVIANS MAY ATTEMPT TO VOTE MORE THAN ONCE. AND TO HELP KEEP TEMPERS CALM, THE SALE OF ALCOHOL WAS BANNED.

    VOTING TOOK PLACE AGAINST FEARS OF A REVOLUTION. PEOPLE BEGAN STOCKPILING FOOD AND CANDLES IN CASE TROUBLE SHOULD FOLLOW THE POLL RESULTS. JUNE 11, WITH APPROXIMATELY HALF THE PRESIDENTIAL VOTES COUNTED, THE RESULTS SEEMED TO INDICATE A VICTORY FOR SENOR FERNANDO BELAUNDE TERRY (COMMUNIST-SUPPORTED POPULAR ACTION PARTY). AS THE RESULTS FOR THE THREE MAIN CANDIDATES ARE CLOSE, IT IS DOUBTFUL IF HE WILL GAIN THE REQUIRED THIRD OF THE TOTAL.

    THE OTHER TWO LEADING CANDIDATES ARE: VICTOR RAUL HAYA DE LA TORRE (LEFT-WING AMERICAN POPULAR REVOLUTIONARY ALLIANCE); AND FORMER PRESIDENT, MANUEL A. ODRIA (OF THE MODERATE NATIONAL ODRISTA UNION.)
