Background: 1. UN Secretary General Kurt Waldheim today paid a courtesy call on Israel's President Ephraim Katzir in Jerusalem, and later visited UN General Siilasvuo at the United Nations headquarters there. Film shows: President residence, waldheim arriving shaking hands with Katzir, both men seated and talking, Waldheim arriving at UN Hq, being met by Siilasvuo and others, General points out some Jerusalem landmarks visible from UN Hq, waldheim goes in side, people and sits down to talk. 2. UN Secretary General Waldheim later gave a Press Conference before his departure for Egypt. Asked if in his talks with Yashir Arafat recently he had found a change in the PLO's attitude, Waldheim said he believed PLO was now more moderate and more flexible. Furthermore, in his talks with Arab leaders he believed they were talking this new PLO flexibility into account in regard to negotiations. After the press conference, Waldheim drove to Jerusalem's Atarot airport where he boarded his place for Egypt. After his departure, Israeli Foreign Minster Yigal Allon was questioned about Dr. Waldheim's visit. Asked if he agreed with Dr Waldheim's estimate of a more flexible PLO attitude, Mr Allon said Dr Waldheim had told he thought the time was ripe to renew negotiations, that most Arab government's were disposed towards this. He hoped the UN chief got the impression that Israel was well disposed too, to negotiations without prior conditions. He said he reminded Dr waldheim that every time an Arab leader said he was ready to negotiate he then attached along list preconditions, as if trying to influence the outcome before talks started. Israel could not accept this, it was not prepared to go to a conference to surrender instead of negotiate.
