    Three years after ousting Left-wing Bolivian President Juan Jose Torres, General Hugo Banzer has promised general elections in December next year.

    At the elections, his national movement wold give the "coup de grace" to Left-wing extremism, he told a rally in the capital, La Paz on Wednesday (21 August).

    The rally marked the anniversary of the start of the three-day civil war which brought General Banzer to power. Members of the military government were with President Banzer, protected by a cordon of riot squad guards.

    President Banzer's governments have survived more than a dozen real or imaginary plots. The two most serious were both led by army officers. And although the armed forces have been his most powerful backers, their support appears to be wavering.

    General Banzer has fixed a date for a national poll three times previously, each time changing his mind. Some opponents doubt that the 1975 election pledge will be fulfilled.
