    Uganda's President, Dr. Milton Obote, has condemned the use of the rifle to settle disputes, and expressed regret that constitutional means are being ignored in some countries. Dr. Obote described the argument that human development in some countries has not reached the stage where constitutional processes could always be adhered to as "a dangerous pill to the developing countries."
    Dr. Obote was speaking at the closing session of an international seminar on "Law in a Developing Country" in the Uganda capital of Kampala.

    Delegates from zambia, Tanzania and Kenya -- as well as Uganda -- attended the four-day seminar which was organised by the Uganda Law Society and the Law Faculty at Makerere University College.

    In his speech, Dr. Obote explored a number of points concerning extra-constitutional activities in developing countries.

    The Ugandan leader, after criticising colonial administrations, claimed that an independent government asked citizens to obey law and order to help create a better life for all concerned.
