Background: The Palestinian National Council held its second day of talks yesterday (Monday) at the Arab League headquarters in Cairo. Two former Jordanian Prime Ministers and a number of notables from the occupied West Bank of Jordan were invited to join the session, a move reported to demonstrate their united opposition to the idea of a separate Palestinian state.

Also present were two key figures in the guerrilla movements, Yasser Arafat of Al Fatah, and Ibrahim Bakr of the Popular Front for the Liberation of Palestine. The two men produced conflicting proposals for the unification of the divided movement.

SYNOPSIS: In Cairo, the Palestine National Council met again on Monday to continue their search for unity in the face of a possible Middle East settlement. Among the speakers was a Palestinian who became Jordanian Prime Minister, Suleiman Neboulsy. Another Jordanian ex-Prime Minister, Moneim al-Rifai, and several notables from the occupied East Bank of Jordan, were also invited. Their presence was taken to show the council's opposition to the idea of a separate Palestinian state. The council also tackled the thorny problem of relations with the various Arab countries that are at odds with the Palestinians. But they made little progress in efforts to unify the Palestinian armed struggle, despite the presence of Yasser Arafat, the Al Fatah leader, and Ibrahim Bakr, spokesman for the radical Popular Front.
