    Indian prime Minister Indira Gandhi returned to new Delhi yesterday (Saturday) after a 12-day tour of Europe and said she hoped that the Indo-Pakistan summit talks with President Zulfikar All Bhutto starting on Wednesday (June 28) will open the door for better understanding and "a new relationship" between their two countries after 25 years of conflict which culminated in the 14-day war six months ago. The meeting takes place in the sub-Himalayan town of Simla in Northern India.

    Mrs. Gandhi is expected to hold a series of high level talks with her top aides before leaving for Simla.

    On arrival, Mrs. Gandhi also said either side would be free to raise any issues at the meetings, but that there were certain subjects--such as prisoner-on-war matters--on which no decision could be reached without the concurrence of Bangladesh, who are not participating in the summit talks. However, only a few hours earlier, a group of 200 sick and wounded Pakistani P.O.W.s. had been repatriated to Islamabad in a Red Cross chartered aircraft. Many of them were stretcher cases. The same aircraft carried Indian civilians and P.O.W.s. back from Pakistan.
