    The Libyan leader, Colonel Muammar Gaddafi, pledged his country's support to the people of the Western Sahara, when he addressed the Libyan National Congress in Tripoli on Tuesday (13 January). The Colonel said that after Spain had decided to leave the territory (the former Spanish Western Sahara), the problem had become a regional Arab problem.

    The Colonel said that it was no longer a problem between Arab and colonialists, but between Arabs themselves. "However, it will be difficult for Libya to stand idly by in the future, if the people of the Sahara are subjected to pressures or are expelled from their homes".

    It was the first meeting of the new "Peoples" Congress, and the one thousand members approved a budget for the country's new five year plan amounting to 7,000 million dinars (about 10,000 million pounds sterling). The Congress is composed of representatives from all popular and official bodies, and it passed the budget with a big majority.

    Colonel Gaddafi told the delegates that if the plan was carried out, the Libyan people would emerge from the underdevelopment from which the Third World was suffering.
