    Background: General de Gaulle carried his campaign for equal political rights and reconciliation from Algiers to Constantine and Bonn, in the north-east of Algeria, today. It was given a thunderous reception by vast crowds in this "hard-core" rebel area.

    In Constantine 40 military policemen were grouped round the General to prevent him being sobbed. Although Bone is guarded by paratroops against rebel attack, the General walked into the crowd and shook, hands with Moslems.

    He repeated with even greater emphasis his Algiers declaration of June 4th that "all barriers must fall, The million Europeans and the nine million Moslems in Algeria must, as 10 million Frenchmen, have the same rights.

    His Constantine speech clarified the Algiers reference to a vote within three months. He made it clear that Algerians would be taking part in the referendum on the reform of the French Constitution. They must elect the peoples representatives. Doubt remained about whether a new, democratic Algeria would be fully integrated with France. Gaullist opinion in Paris was that a federal solution was still intended.

    As in Algiers, the Constantine crowds called for M. Soustelle. According to reports current, M. Soustelle is to be given a "high post" in the Government.

    The National Liberation Front leaders - the Algerian rebels - issued a communique in Cairo reelecting the de Gaulle proposals for Algeria.
