ALL RESISTANCE FROM THE OAS SEEMED TO HAVE COLLAPSED AND ONE OF ITS LEADERS, JEAN-JACQUES SUSINI - ONCE CONSIDERED THE MOST EXTREME OF THE SECRET ARMY CHIEFS - APPEALED TO THE COUNTRY'S EUROPEAN POPULATION TO VOTE "YES" IN THE REFERENDUM ON JULY 1.

    MAIN ACTIVITY IN ALGIERS WAS PREPARATION FOR THE VOTING WHICH HAS ALREADY BEGUN IN SOME PARTS OF THE SAHARA. AN OVERWHELMING MAJORITY OF SIX MILLION ELECTORS WAS EXPECTED TO REPLY "YES" TO THE QUESTION: "DO YOU WISH ALGERIA TO BE AN INDEPENDENT STATE COOPERATING WITH FRANCE IN CONDITIONS DEFINED BY THE DECLARATIONS OF MARCH 19, 1962?" THE PROVISIONAL PREMIER, MR. BEN KHEDDA, HAS CALLED FOR "THE STRICTEST ORDER AND DISCIPLINE" DURING THE REFERENDUM.

    SO CONFIDENT OF THE RESULT IS THE POPULATION THAT A MAJOR INDUSTRY HAS SPRUNG UP, THE MANUFACTURE OF THE GREEN ALGERIAN FLAG WITH ITS WHITE STAR AND CRESCENT. THE EMBLEMS OF THE NEW ALGERIA ARE EVERYWHERE, FROM THE LAPEL OF THE SMALLEST CHILD TO THE FLAGPOLE IN THE FLN BUILDING.

    IN ACCORDANCE WITH THE FRENCH SYSTEM, BALLOT PAPERS ARE DISTRIBUTED BEFORE THE ELECTION. ON THIS OCCASION THEY ARE PRINTED IN BOTH ARABIC AND FRENCH: THE "YES" BALLOT IS ON WHITE PAPER, THE "NO" BALLOT ON ORANGE PAPER, FOR THE BENEFIT OF THE ILLITERATE.
