    MRS. INDIRA GANDHI, THE INDIAN PRIME MINISTER, HAS RETURNED TO NEW DELHI AFTER A THREE-DAY TOUR OF SOME OF THE WORST FAMINE-HIT AREAS OF ORISSA STATE. SHE SAID SHE WAS CONFIDENT THAT "THE BAD DAYS" WOULD SOON BE ENDED IF THE GOVERNMENT RELIEF MEASURES WERE APPLIED ACTIVELY AND ENERGETICALLY.

    DURING HER VISIT TO THE KALAHANDI DISTRICT, MRS. GANDHI SAW HUNDREDS OF MEN, WOMEN AND CHILDREN CROWDING AROUND THE GOVERNMENT-SPONSORED KITCHENS WHERE THEY HAD COME TO COLLECT FREE RICE AND CURRY. MANY HAD WALKED UP TO SEVEN MILES (11 KMS) FOR THE MEAL. VISIBLY MOVED BY THE SIGHT, MRS. GANDHI MINGLED WITH THE CROWDS, TALKING WITH MANY TO ASK ABOUT THEIR PROBLEMS AND ASSURE THEM OF THE GOVERNMENT'S EFFORTS TO HELP THEM.

    THE PRIME MINSTER SAID THAT EVERY EFFORT WOULD BE MADE IN ORISSA STATE AND THROUGHOUT INDIA TO ENSURE THERE WOULD BE NO STARVATION. SHE SAID A LONG-TERM PROGRAMME WOULD BE LAUNCHED TO GIVE PERMANENT RELIEF FROM SCARCITY AND DROUGHT.

    (AN OFFICIAL TEAM THAT TOURED ORISSA EARLIER THIS MONTH SAID IN A REPORT THAT ABOUT ONE-QUARTER OF THE STATE'S 17,000,000 PEOPLE HAD "FELT THE PINCH" OF DROUGHT CONDITIONS. IT SAID ABOUT 6.4 MILLION ACRES -- 36 PER CENT OF THE CULTIVATED AREA -- HAD SUFFERED PARTIAL OR COMPLETE DAMAGE).
