    TRANSCRIPT: (SEQ 4): CELIK: "Through its illegal and unconstitutional actions to Makarios administrator has disqualified itself from the title and moral right of representative of Cyprus and the Greek-Cypriot delegation to the United Nations cannot therefore claim to represent the whole of Cyprus. They are Greek-Cypriot representatives and they speak only for the Greek Cypriots and their administration. Why are we here, Mr. President? Why has the Security Council been called to an urgent meeting? Why are the Greek Cypriots here criticising a situation which they themselves caused? Why are they complaining about a state of affairs for which they themselves are wholly responsible and for which they can blame no one but themselves?"



    CLERIDES:"First, Cyprus shall be an independent sovereign republic. Second, the constitution shall be that of a communal, multi-regional federal state. Three, the areas to be administered by the Turkish Cypriots may include a substantial area in the north extending on both sides of the Nicosia-Kyrenia axis to the sea. Fourth, other areas under Turkish-Cypriot administration shall be formed where Turkish-Cypriot villages are mainly concentrated. Fifth, the total extent of area to be under Turkish-Cypriot administration shall respond approximately to the present ration of Greek and Turkish population of the island. Sixth, should there be needs, for the purposes of administration, of a substantial Turkish-Cypriot majority in areas to be under Turkish-Cypriot administration the republic will undertake the financial responsibility of the cost of building houses for Turkish Cypriot in Turkish village who finally may wish to be settled in areas which will come under Turkish-Cypriot administration."

    Background: Greek Cypriot leader Glafkos Clerides called on the Security Council on Thursday (20 February) to impose a deadline for the withdrawal of Turkish troops from the island. He did not tell the Council what the time limit should be but it's though Greek Cypriots would like to see the troops leave within two or three months.

    During the discussion a Turkish-Cypriot representative, Mr. Vadat Celik, rejected the claim of the Greek-Cypriot delegation to speak for Cyprus as a whole.
