"SECRET" SCHOOLS ON THE PREMISES OF SYMPATHETIC EUROPEANS HAVE BECOME A NEW FEATURE OF LIFE IN SEMI-URBAN RHODESIAN AREAS SINCE THE REGIME MOVED IN RECENT MONTHS TO ENFORCE MORE STRICTLY IN ITS LAND APPORTIONMENT ACT. THIS LEGISLATION OBLIGES THE WHITE AND BLACK RACES TO LIVE SEPARATELY IN PRESCRIBED AREAS.

    UNDER THE LEGISLATION, SCHOOLS FOR AFRICANS CANNOT EXIST IN "WHITE" AREAS, AND VICE VERSA. IN SALISBURY, THE AFRICAN LABOUR FORCE, WORKING IN THE INDUSTRIAL AND COMMERCIAL AREAS, RETURN EACH NIGHT TO THEIR OWN TOWNSHIPS ON THE CITY FRINGE. THEY LIVE THERE WITH THEIR FAMILIES, AND THEIR CHILDREN ARE EDUCATED IN THE GOVERNMENT SCHOOLS.

    AFRICANS WORKING ON FARMS ALSO HAVE THEIR EDUCATIONAL PROBLEMS SOLVED FOR THEM. IT IS THE CUSTOM OF THE FARMER TO BUILD A SCHOOL ON HIS LAND FOR HIS LABOURERS' CHILDREN, AND FREQUENTLY THIS SCHOOL CATERS FOR CHILDREN FROM ADJOINING FARMS.

    THE PROBLEM OF ADEQUATE SCHOOLING ARISES IN SEMI-URBAN AREAS, WHERE CHILDREN OF DOMESTIC WORKERS IN WHITE HOMES, AND AFRICANS EMPLOYED BY LOCAL AUTHORITIES, ARE PERMITTED TO LIVE WITH THEIR PARENTS IN SERVANTS' QUARTERS PROVIDED. HOWEVER, THEY CANNOT ATTEND THE FARM SCHOOLS OR SCHOOLS IN THE TOWNSHIPS BECAUSE THEY ARE TOO FAR AWAY. AS A RESULT, "ILLEGAL" SCHOOLS HAVE COME INTO EXISTENCE, USUALLY SPONSORED BY CHURCH LEADERS OF EUROPEAN VOLUNTARY ORGANISATIONS DISTURBED BY LARGE NUMBERS OF CHILDREN IDLING AWAY THEIR TIME. SOME SCHOOLS ARE ESTABLISHED IN GARAGES -- OTHERS ARE HELD IN THE OPEN AIR. NOT ALL THE EUROPEANS ARE SYMPATHETIC. COMPLAINTS FROM NEIGHBOURS OFTEN BRING LETTERS OF WARNING FROM LOCAL AUTHORITIES TO THE HOUSE-OWNER WHO PROVIDES THE FACILITY, AND THE SCHOOL IS SWIFTLY RE-LOCATED.
