    Pro-Arab spokesmen claim the explosion was the work of Israeli secret agents.

    PLO leader Yasser Arafat flew in to lay a wreath on the grave.

    M. Abdel Rahim Hamchari, the slain man's brother, said over the grave: "We are glad he is buried here. The village in which he was born is now occupied territory." Israeli officials, fearful of disturbances, declined to allow his burial in his village on the west bank of Jordan.

    SYNOPSIS: Paris ... and Arab leaders from across the Middle East gathered on Wednesday for the funeral of a Palestine Liberation Organisation official killed in a bomb blast last month.

    Portraits of the slain man, Mahmoud El Hamchari, Paris spokesman for the P.L.O., were carried in the funeral procession.

    Pro-Arab spokesmen claim the bombing of Hamchari's flat was the work of Israeli agents. He died of injuries suffered in the blast.

    Diplomats and leaders from 13 Arab states attended. Mahmoud Riad, Secretary General of the Arab League laid a wreath on the grave, as did Yasser Arafat, guerrilla leader of El Fatah and chairman of the P.L.O. About 300 mourners were present.

    Chanting "Palestine Will Win", mourners passed a shovel hand to hand and put earth into the grave.

    In a statement over the grave, the slain man's brother said he was glad he was buried in Paris and not in his home village in the Israeli-held west bank of the Jordan. Israel said it refused to allow burial there to avoid disturbances.

    Mourners made a final defiant salute before leaving the graveside.
