    Background: N'DJAMENA, CHAD

A large crowd carrying banners and chanting anti-French slogans marched to the French embassy in the Chadian capital, N'Djamena on Monday August 23. They presented a petition there, protesting at what they saw a French interference in the new government of Hissene Habre, Habre, a former Chad Prime Minister and veteran guerrilla fighter, had waged a long war with former President Goukouni Oueddei, finally coming to power two months ago. A former French colony, Chad's almost constant turmoil since independence in 1960 has caused widespread suffering. The arrival of Libyan troops in 1980, called in by President Oueddei to curb resistance from Habre's guerrilla forces, met serious opposition in African capitals and sharply dented the prestige of the then French President, Giscard d'Estaing. France is now committed to supporting Organisation of African Unity (OAU) initiatives in Chad.
