    TRANSCRIPT SEQ 2: (VORSTER) "If there is not a settlement it stands to reason that we will go on as we have been going on for six years, and nothing will change....as far as South Africa is concerned. Naturally, it also stands to reason that, and I want to repeat this afternoon what I have said often, in public and in parliament, that for the sake of Rhodesia... for the sake of Southern Africa....for the sake of the free world for that matter...I do hope that a settlement will be arrived at. I think sanctions have failed, and in any event, I don't think that one must employ sanctions for this purpose or for any other purpose, for that mater, at all. I think sanctions solve nothing...it is wrong in principle....and our attitude as you know has always been that this is a mater to be settled as between Britain and Rhodesia, that it has nothing to do with United Nations or with anybody else....but you will also recall that as far as I'm concerned, I'm an interested party naturally. But, it is not for me to advise, it is not for me to prescribe, and it is certainly not for me to twist anybody's arm to come to a settlement it this regard....and I'm not prepared to do it."

    Background: Addressing newsmen at the Union buildings in Pretoria on Monday (22 November), Mr. John Vorster, South Africa's Prime Minister, re-stated his hopes and attitude towards the Settlement Talks being held in Salisbury between the British and Rhodesian governments. He told correspondents that he hoped a settlement could be achieved, but said e was not prepared to "advise, prescribe, or twist anybody's arm" in the matter.
