    THEY ARE MR. OUDONG SOUVANNAVONG, NAMED AS HEALTH MINISTER, WHO WAS FORMERLY LAOTIAN AMBASSADOR TO JAPAN, AND POLICE GENERAL SOUKAN VILASARN, WHO BECAME SECRETARY OF STATE FOR VETERANS AFFAIRS,
    THEY REPLACED MR. KHAMSOUK KEOLA AND GENERAL HEUAN MONGKONVILAY, WHO FLED ABROAD AFTER THE FOREIGN MINISTER, MR. QUINIM PHOLSENA, WAS ASSASSINATED LAST YEAR.

    LAST MONTH, PRINCE SOUVANNA PHOUMA "TEMPORARILY REPLACED" HIS HALF-BROTHER, PRINCE SOUPHANOUVONG AS ECONOMIC MINISTER, AND PHOUMI VONGVICHIT, INFORMATION MINISTER -- BOTH PATHET LAO OFFICIALS -- WHO REFUSED TO COME TO WORK IN VIENTIANE.

    THE PATHET LAO HAVE STRONGLY PROTESTED AGAINST THE CHANGES SAYING THEY HAVE NOT BEEN AGREED UPON BY THE THREE FACTIONS IN THE COALITION GOVERNMENT.

    RECENTLY, REPRESENTATIVES OF THE UNITES STATES, BRITAIN, INDIA, THAILAND, CANADA, AND SOUTH VIETNAM MET AT THE BRITISH EMBASSY IN VIENTIANE FOR TALKS ON THE LAOTIAN CRISIS.

    THEY ARE SEEKING WAYS TO STOP FIGHTING IN LAOS AND TO MAKE THE COALITION GOVERNMENT, LED BY PRINCE SOUVANNA PHOUMA, WORK PROPERLY. THEY ARE EXPECTED TO MAKE A REPORT TO BRITAIN AND RUSSIA -- CO-CHAIRMEN OF THE 1962 GENEVA CONFERENCE ON LAOS -- AT THE END OF THEIR TALKS THIS WEEK.
