    IN MONACO, SCHOOL CHILDREN HAD A HOLIDAY TODAY (TUESDAY) TO MARK THE NEW CONSTITUTION, PROMULGATED YESTERDAY, WHICH REPLACES THE ONE PUT INTO FORCE BY PRINCE RAINIER FOUR YEARS AGO.

    THE NEW CONSTITUTION DECLARES MONACO A CONSTITUTIONAL MONARCHY, WITH THE PRINCIPLE OF DIVINE RIGHT RENOUNCED BY THE PRINCE. IT GIVES THE VOTE TO WOMEN, ABOLISHES THE DEATH SENTENCE, AND STIPULATIONS THAT THE MAIN GOVERNMENT RESPONSIBILITY RESTS IN THE HANDS OF A FRENCH-NOMINATED MINISTER OF STATE. THIS PROVISION IS EXPECTED TO SMOOTH THE PATH TOWARDS A SETTLEMENT BETWEEN MONACO AND PARIS.

    IN A BID TO REOPEN NEGOTIATIONS WITH FRANCE FOR A SETTLEMENT OF THE TAX DISPUTE WHICH BROUGHT FRENCH CUSTOMS OFFICIALS TO THE MONEGASQUE BORDER LAST OCTOBER, AN OFFICIAL DELEGATION LEFT MONACO TODAY. HEADED BY M. PIERRE BLANCHY, PUBLIC WORKS COUNSELLOR AND ACTING MINISTER OF STATE, THE DELEGATES WERE EXPECTED TO MEET FRENCH FOREIGN MINISTRY OFFICIALS IN PARIS.
